failure to repair
highway authority’s failure to repair is act of nonfeasance, incurring no liability—“repair” equivalent to mending and connotes making good defects—cleaning oil spillage on road surface not therefore “repair” but may be administrative misfeasance if done negligently and hazard remains: De Carteret v.
