Island Development (Guernsey) Law, 1966, as amended - grant of preliminary declaration - application by neighbours for judicial review - applicability of judicial review to decision by the Island Development Committee/Environment Department - held that the department had failed to take into account the requirements set out in section 17 of the Law - preliminary declaration set aside (See also Judgments 54/2003 and 21/2005).
