Regulation of Utilities (Bailiwick of Guernsey) Law, 2001 - reference from Utilities Appeal Tribunal (UAT) - UAT purported to allow extension of appeal period from 14 to 28 days - need to distinguish between the UAT and the Utility Appeals Panel - 2001 Law, Ordinance and Rules considered - in this case wrong procedure followed from the outset - held that the UAT did not have power to extend the appeal period - the appeal brought outside the 14 day period was a nullity
